The Photoshop Ecosystem now encompasses Photoshop, Photoshop on the web and Photoshop for iPad.
Photoshop Elements is a separate thing.
Adobe Camera Raw is being utilized by Photoshop (and therefore kind of »part of« it) but is technically also a thing of its own and is kind of a »subset« of Adobe Lightroom.
There are several License Plans, the Photography Plan might suffice for you, possibly even Photoshop Elements (which still features perpetual licenses).
