When I click on objects, a target appears that won't go away.

Which tool are you using when this happens? If it happens with the Move tool, it would be the Reference Point about which any rotations are done. I'd be lost without it. You can disable it via Edit > Preferences > Tools, and un-check "Show Reference Point when using Transform".
