When I select and rotate my images/drawings, it becomes fuzzy and idk how to fix - HELP!

So I'm currently having an issue where Every time I select and rotate my image or drawing, the edges become fuzzy, and it gets fuzzier the more I rotate.

 

This problem has actually happened 2 months ago, and the way I originally fixed it was just uninstalled / re-install the photoshop program.

 

I did that again but it didn’t work. But I think that may be because it’s not uninstalling properly. I figured this because I have downloaded brushes for photoshop, and usually when I uninstall the program all my brushes disappear (I have a backup). But this time they all stayed making me think it’s not installing properly. 

 

But other than just I don't know how to fix it, and I've tried everything that I can think of with no solution. 

 

So if anyone knows how to fix this, or knows how to properly uninstall photoshop, please let me know! (I'm also on the photoshop 2020 - 22.0.1 release )

 

Also, I'm unsure if this could be related to the issue. But for the past 2 months (even before this problem came up) my photoshop screen has just been completely black, while only showing the settings on the side when opening it. Usually, it would show up my previous files that I've worked on in the middle, but it doesn't do that anymore.

 

Things I’ve Tried but Haven't worked:

- uninstall/reinstall Photoshop 

- uninstall/reinstall adobe cloud 

- Restarting the computer. 

- Shut down the computer

- re-resetting Essentials (workspace)

- Changing brush settings (turning everything off)

- Changing canvas size ( I work on 3000 x3000 pixel

- Changing the  DPI (I’m on 300)

- Making it into a smart object (This actually somewhat worked, But it was still slightly fuzzy.

Though considering that I’ve been able to rotate images/drawings before without having to convert it into a smart object with no issues at all, I don't think that's the solution)

Hello, could you explain how you rotate: just the view with the rotate tool, or the layer themselves?

Also, please post the contents of help>system info, so that we get to know your OS, its version, the exact version of Photoshop you are running, the date of the GPU driver, etc. As the GPU driver should be up to date.

I've attached a screenshot of my ‘System info’

 

And how I rotate my images is that:

I use the Select tool (Mainly either The ‘Rectangular marquee tool’ or ‘ Lasso Tool’), drag it over the area that I want to be rotated. Then I go to Edit > Free Transform
