When I send a photo from the lightroom to Photoshop(ctrl-E) All the hotkeys in Photoshop no working

When I send a photo from the lightroom to Photoshop(ctrl-E) All the hotkeys  in Photoshop no working (Ctrl - J and all) and my action ( I wrote ) not working. If I open Photoshop separately, then everything works. What should I do? I found that : if I open Photoshop first and then Lightroom and open a photo in lightroom and send a photo from the lightroom to Photoshop , then the hotkeys work as well and Action work too. But usual classical way: first lightroom and Ctrl E send photo to Ps,  Hotkeys in Ph do not work and my  Action not work. One more way if I iclose the photo that is th does not work Hotkeys, then send it out lightroom in Photoshop, then the second time it Hotkeys yes works.

What should I do?
