when i use my brush it acts as a rubber

yeh thats it, exept it only happens in hue / saturation

Are you aware of blending mode list and each blend mode impact on Brush painting/behaviour? Do you have Normal or some other blend mode selected?

Can you give us a little bit more information? What version of Photoshop are you using? What type of computer are you on Mac or Windows? It would also be really helpful if you could upload a screenshot of your document window so we can see what you are experiencing.
