When Opening a file, it changes my document window size

Photoshop CC2019:  In previous versions I was able to open a file and it would just keep my workspace document window size. Now, when i have a large document open and I open a smaller document, it resizes my document window to the smaller image size.

I'm using tabs. The default window I'm speaking of had the image centered and the document window was the same full size with gray background. Now it opens and there is no gray background and the window is reduced to crop around the opened image.

How do I disable this from happening.  I have tried locking the workspace and it doesn't seem to work.
