I have 32 GB of RAM and 330GB available SSD hard space AVAILABLE. I just got this problem resolved. The agent had to remote in and renamed Adobe Photoshop 2021 Pref.psp to Adobe Photoshop 2021 PrefOLD.psp on my HD Library>Preferences. Issue has been resolved completely.
