Where are the presets stored for PS 21.2 on a Windows 10 Pro?

All the folders in User/name/AppData/Roaming/Adobe/Adobe Photoshop 2020/Presets   are empty.  This goes for PS 2019 and 2018.  All folders are empty.  So where are the Presets?

 

Building a new computer and would like to migrate all my Photoshop Presets and Preferences.  Really helps to know where the files are really being stored.

I save  my presets in my own folders. When I loads them into Photoshop so I can use them.  Photoshop loads or add them to my Photoshop Preferences  folder by adding files or update preferences files. like "Actions Palette.psp". The empty folders you see are set up by Adobe so you can use them to save your preferences. They are created for every version of photoshop you install.  I do not use these folders Adobe created they remain empty I use my own folders and user these with all version of Photoshop installed.
