So, there isn't a menu command for this?! I prefer to use the menu for creating actions

Layer > Merge Visible is the menu command. If you don't want to use the Alt key, you have two choices:

    • Merge the visible layers and do not leave copies of the originals
    • Before you Merge Visible, duplicate the layers and hide the duplicates. Then merge the remaining visible layers with Merge Visible

If you don't like it, then make a feature request under Ideas.

You responded to a post from 8 years ago, from someone who just wanted to use Stamp Visible. Your idea of needing it in a menu without the Alt key is not the same issue.

    Press Shift+Ctrl+Alt+E for Stamp Visible

    Stamp all visible layers

    • Turn visibility on for the layers you want to merge.

    • Press Shift+Ctrl+Alt+E (Windows) or Shift+Command+Option+E (Mac OS).

Photoshop creates a new layer containing the merged content.
