Where the hell did all the brushes go?

After wondering where the "Append Brushes" and "Replace Brushes" menu items were, I googled and found an article saying to click "Get more brushes" which ... I really shouldn't have to ... but the page doesn't have any of the links the article pictures. Who's stupid decision was this?
