Where to find/download a Deblur Filter for Photoshop CS4?

Do you mean the Shake Reduction filter for camera shake? It doesn't exist for CS4 and CS4 is no longer being developed.

In CS4 you are limited to the options in Filter > Sharpen, such as Unsharp Mask. I don't think Smart Sharpen was available in CS4 either, if that's what you mean.
