Why is Photoshop 2020 so slow?

For the past few months, I have had issues with Photoshop 2020 being super slow. Just to transform an image takes like 10-15minutes and this is on 10 computers. This has been frustrating and my students are starting to lose interest in Photography. Can any one help, is there a way to work offline as I think the internet may be affecting the program? I have had the computers reimaged and reloaded Photoshop and even change the preferences to a lower level and quality hoping this would speed up my student's process but nothing seems to work, I'm in need of some help ASAP !

You can work offline if you think internet is causing problem but I think it is not the case. Do you know that you can roll back to previous version or to install previous version along side with the latest? If you didn't had problem with previous version then that will be the quickest fix.

I've asked for our older version to be reinstalled but our IT person is unable to find the hard copy. I've also tried to work offline but 2020 photoshop won't work without the internet.
