Why is the top layer getting color from the layer under it?

So I have a picture on top, and a yellow square under it.   Why is the yellow color feeding through on the top layer?  If I change the color to blue, green, etc, it feeds to the top layer and the picture changes color as well... What is going on?  I want  the top layer to be color independent from the layer under it.
