why is this image locked

i cant edit this image when i drag it into photoshop, for example the entire layer panel is lockedshop as every tool is locked

The layer is an Index layer. Try going to Image > Mode > RGB and see if that solves it for you.

When you drag the image into Photoshop, where are you dragging it from? Can you open it instead?
