Why won't outer glow appear under the text with white background?

You can see it bleeding into the image itself but it won't show up under the text. If I change the background to black it shows up but I want it white. I do have the text as the top layer and I've tried adjusting the settings as well as the blend mode. The purple on her shoulder is the glow.

What blending modes have you tried for the Outer Glow structure?
