Why won't photoshop export a blank PNG anymore?!?

I recently ran into an issue where I was trying to export a transparent PNG as a size/placeholder, and instead of exporting the image, photoshop complained that it was empty and wouldn't let me do anything. I KNOW it is empty, and I WANT to export it empty, that's why I am in the "export image" panel. Why is this even happening? This USED to work just fine, and now photoshop is trying to second guess my actions. How do I turn this "feature" off?

For me it works when using File > Export > Quick Export as PNG but it won't work on right click > Quick Export as PNG.

Ensure that you have single empty layer in the Layers panel or lower opacity to 0% for that or any other layers you have, you can lower opacity for multiple layers then use File > Export > Quick Export as PNG (you may need to adjust quick export settings in preferences).

Why not just use Save As? That works.

Not actually. Haved you tried it? First, you cannot turn off the background layer without another layer present. You cannot save multi-layer files as anything other than psd, psb, pdf or tif. "So flatten it!" you say. Then it loses transparency and becomes a blank white image, which is not at all useful when I want a transparent image.

It worked for me.

Add a new layer and delete the background layer.

Save As PNG with no content.

Open it again in P{hotoshop, and it is fully transparent.
