Windows 10 for business - Error Code 190

Ok, background....

I work for a huge conglomerate. Our computers are controlled by the faceless. We are running "Windows 10 Pro for business" which has a most recent version of 1607. Checking the requirements page it mentions 1709 or later, so what is the path for us gents/ladies on corporate computers? TIA for any help, Adobe Support wasn't very.

The error message says that your system doesn't meet the requirements

I left 'upgrade' out of  "....so what is the upgrade path for..... " Sorry
