Windows 10 : Installing plugins Photoshop CC 201* plugins without elevated permissions

We would like to be able to deploy plugins to users without requiring elevated permissions and without requiring user acceptance.

Is there a location outside of 'Program Files' where Photoshop will load plugins from?

This seems to be possible for CEP extensions, but I can't find any documentation for compiled SDK plugins.
