Wont let me use photoshop and no desktop app icon

Hey im new to photoshop and computors in gerneral but i have an issue, when i try to use photoshop a pop up keeps coming up to have me sign in even thoough i can clearly see im signed in, when i try to sign in it just pops up again after a second and when i try to exit the pop up it shuts down the whole thing. another thing to note, since i installed photoshop it hasnt had an icon.

I had to uninstall photoshop to try to fix a problem it was having and now my creative cloud is giving me an infinite loading animation
