Workspace Not Saving

Hi all,

any thoughts why my workspace has stopped saving? whenever i fire up PS, the brush presets palette shows up. i'veclosed it/unticked it in the View menu etc, saved, tried creating a new workspace, every time i re-open the thing is there again.
