Workspace & Select and mask not working

I am a subscriber of Adobe CC for photographers. I upgraded to a new computer and installed CreativeCloud and then through CC Lightroom and Photoshop.vWith Lightroom everything went smoothly. Photoshop installed without problems, but does not work correctly.

I'm unable to change workspace to Photography. In I try the switch from Start page Photoshop gives me error message "Could not apply the workspace because the file is locked, you do not have nessessary file permissions, or another program is using the file. Use properties command on Windows to unlock the file". If I try the swith after I've opend an image Photoshop gives error mesage "Could not open the workspace because the file could not be found".

If I try to run Select and mask Photoshop gives error message "Could not apply Select and mask because the file could not be found"

I'm not entirely sure of the exact workflow that gets you in this position.  Are you bringing a file in from Lightroom?  You should see the Start Workspace if you have an image open, but either way, you should be able to switch workspaces from Start when no file is open.

Did you have any Adobe products installed before installing the Photography Plan?  I'm sure it doesn't apply in your case, but when people move from a non legit version of Photoshop to a CC subscription, it is probably a good idea to run the Cleaner Tool before proceeding.

Use the Creative Cloud Cleaner Tool to solve installation problems

At the moment, I can't think of anything other than a corrupt installation.  If you did have a previous version installed, then deleting the Preferences would be a good first step (from the Preferences > General tab)

Brand new computer. No usage of illegal versions of Adobe products. On this computer no previous versions of Photoshop or other Adobe products. I've tried to open files from Lightroom and from Photoshop, no difference in behavior. I have uninstalled and re-installed Photoshop several times, no effect on program behavior.

Have you tried following the advice in the first error message?

You need to make Hidden Files viewable in File Explorer

Go to this folder location

C:\Users\your user name\AppData\Roaming\Adobe\Adobe Photoshop CC 2017\Adobe Photoshop CC 2017 Settings

I'd be inclined to select any file.

Ctrl a (Select all)

Right click and choose properties, and if Read only is checked, or even if it is grey, click it a couple of times till it is empty.  I am sure you knew all that, but best to be sure.

BTW  The file marked with green is Preferences

The Workspaces folder will be empty unless you have made or imported any custom workspaces.

Check the above, and let us know how you get on.  (I am going to be away from the computer for a while)

Update to my own question.

By pressing shift when opening Select and mask from the drop down menu I can launch the old Refine edge tool.

Seems there are some other issues with Photoshop also as Open resent shows nothing when I open the app.
