Zoom and move stops working in PS 21.2.1

I'm having continual issues with zoom and move stopping. If I have another image open the tools will work for that image, I need to save, close and re-open the image to continue working. It's becoming a real pain! If anyone has any suggestions for a solution I would be very grateful.
