Zoom Clicked Point to Center toggle doesn't work

So, since ver 22.3.2, my zoom with ALT + Mouse Wheel started to work as if  Zoom Clicked Point to Center is on no matter the state it is on the preferences menu, be it on or off it always zooms in and out as if Zoom Clicked Point to Center as on. What's funny is that version 22.3.2 show this as a fixed bug when it was the first version I encoutered said bug. I've update to both versions 22.3.3 and 22.3.4 and the bug remains. Cleared all my preferences and photoshop related folder on my pc, nothing gets rid of this bug
