Zoom problem in Photoshop

Does anybody know why this (see attached) happens when zooming in and out?

a) Try to change the settings of your graphics card/chip in Edit > Preferences > Performance or turn off the use off GPU.

b) Sometimes it helps to install another graphics driver.
