Zooming causes lag and large white block in middle of work in version 24.5

Ever since updating to version 24.5 I've had trouble with lagging and odd behavior while zooming. I find it easier to zoom/navigate using the Navigator pane. Frankly the overall zooming function in PS has not been reliable for quite a few years now, despite numerous contacts with Adobe, but I came to live with it.
This new one is really odd. When zooming on the Navigator pane I'll get a lag and then a large white block in the middle of my work. At first the behavior caused PS and my whole PC to lock. I also had a lot of trouble with waking the PC up after it was sleeping. The PC issues seem to be a lot better since I cleared the font cache. I had a folder called CT Font Cache left over in a PS 2021 and PS 2022 located in AppData/Roaming/ Adobe/Adobe Photoshop directory. Deleting those returned (per a search on Google) my PC to normal function and improved PS 2023's performance but I still get a big time lag and the annoying white block! It doesn't happen everytime-just enough to be annoying.
My NVIDIA driver is up to date so it can't be that. I did close that new contextual tool bar because that also was affecting performance. I also remember a terrible experience when Adobe put that customizable toolbar in AI a few years back. So I wasn't about to mess with that.
I've attached a PDF of my system info just in case
