Zooming in and out on canvas causes stutter when tilt brush is used

When I zoom using a scroll wheel or EK remote, while using a brush tool that has tilt enabled, the canvas stutters, jitters, and and jumps all over the place. It becames very difficult to make precise movements and causes eyestrain very quickly (see video). Switching to a brush without tilt fixes the problem. Switching to a different tool fixes the problem. Making Photoshop not the active window also fixes the problem. It appears that this problem is caused entirely by the tilting brush cursor appearing while zooming.

 

System information:

- Photoshop version 24.6 (also tried on v24.5 and 24.4.1)
- Windows 10
- Nvidia Studio driver 536.40 (RTX 2080 Ti)
- Latest Wacom drivers

 

Repair steps attempted:

- Tried resetting Photoshop prefs
- Tried reinstalling video and wacom drivers
- Tried launching without plug-ins


Attempted toggling the following Photoshop settings (both off and on) + restarting:
- zoom with scroll wheel
- animated zoom
- zoom resizes windows
- zoom clicked point to center
- overscroll
- deactive native canvas
- older GPU mode
- use graphics processor

 

So far, nothing has made it so that Photoshop can zoom in smoothly while a tilting brush is being used. It makes Photoshop very difficult to use when doing detailed brush work with a tilting brush.
