App not showing the Combine Photos funcitonality

I have Photoshop Express in an iPhone Pro 12 and an iPhone 17. The 12 shows “Combine Photos” as an option (I use it all the time). The 17 doesn’t. So I cannot add layers. 
 

And nothing happens when I tap “#Combine Photos” right under the search bar

      This feature has been missing on iOS for some time. I'd love an explanation from Adobe.

      Combine Files now seems to be available in Adobe Express.

      Click on Edit Photos > All (in Quick Actions panel)

      You can create a layered document in your web browser. Then download a flattened PNG file to your computer.

      I’m not sure why the Combine Photos button is not working in PS Express. I also see the same problem in Adobe Express. On my iPhone I can select the home button in Adobe Express to choose Combine Files. However nothing seems to happen when I click the Combine Files button but it does work in a browser on my computer.

       

      In my Chrome  browser I can go to Quick Edits and choose Combine Files. I can then drag and drop files to create a PDF for download.

      Maybe an Adobe employee can investigate the issurs on mobile.
