Can’t access PsExpress premium subscription on iPad

I recently got back into my photography hobby after many, many years; but now it's with my iPhone 13!  Will not stop now!  Many, years ago I owned PS; yes, I purchased the disks, my own copy...a book I let my son use as a booster seat at the table.  I now have. Ps Express premium subscription on my phone; shoot edit and share all in one step.  I really like the collage feature and other neat manipulation tools.  I can't use my phone for editing much longer, I need my large screen iPad.  
I have tried to go through the APP Store to open my full premium subscription; my iPad does not give me full premium usage.  I have removed PsExpress and reloaded a few times...nothing.  Is there a place I can go to log my complaint?  If anyone has information they want to share, please do.  If there is anything I can do help a resolution come about for this disappointing issue, please let me know.

 Below are screenshots showing what I can access for a collage you see the sales pictures, in each screen shot.

 For the iPhone full premium access to make a colleage there are 2 frames; each picture has RAW in the upper right and they are without a purple ribbon white crown and the word 'premium' on it ready to use.

 For the iPad there is one shot and all the pictures are restricted because they have a purple ribbon with the word 'premium' on.
