Combine Photos Improvement - Import at Actual Size OR Improved transform control.

Hey all,
I've been using "Combine Photos" on iOS a ton. Really useful tool. 

Here's my issue:
I have two images purposefully set at the same dimensions - to make compositing them at the right location easy! However, when you add a photo using "combine photos" it imports my second image way smaller than acutal size. I have to guess the scale by dragging the corners around - hoping to perfectly match the size of the layer below. Very inefficient. Is there a way to add my second layer at its actual size? 

If not, this should be standard behavior. I can solve the problem of alignment outside of PSE, but only if you let me. 

ALRERNATIVLY: When scaling a layer, allow me to enter my desired dimensions, rather than dragging the corners. This way, I can solve my problem INSIDE of PSE, rather than compensating outside of the app. Perhaps a "Fit to layer" buton, that sets the size of my second layer to match the layer below. An Align to center button? Smart snapping does not really help me, since I cant easily scale my image properly. OH you could allow smart snapping while scaling - to snap to the corners of the canvas? Any soluton here is an improvement! 

The goal is to percicely align two images of the same dimensions when using the "combine photos" option.
