"Get started with:" Menu

Question

Recently, when opening up a photo to edit on PS Express, a menu continuously pops up at the bottom with a "Get started with:" list of options. I'm not sure why this does this, as it has not done this in the past. It's just an extra step and a minor inconvenience, but was wondering how I can bypass the app doing this. Thanks.
