How do you add a color layer in Express?

The EOL document says ALL features from Fix and Mix were brought into Express. However, the cutout features in Express are extremely subpar and I haven't seen how to add a color layer to support adding shading. So where is it Adobe?

@Neelamk You did not read my post. I wasn't problems with layers or the concept of layers. I was asking why PSExpress - the only Adobe photo editing app in iOS, doesn't have a color fill layer option the way Photoshop Mix did.
