In Edit and Retouch mode the lighting of image changes automatically in Photoshop Express. (iOS)

When I open an image to use with Photoshop Express, the lighting of my image is automatically changed. The image will have reduced highlights. I can't figure out why this is happening. There is no obvious setting that I can see. It's happening with both the edit and retouch tools. I've restarted my phone and updated many times. 
Could anyone offer insight into why this is happening?

Thanks for reaching out. Can you tell me if this happens with all types of files? What version of iOS and Photoshop Express are you on? It would be great if we could see what you’re seeing. Only with HEIF files. My phone settings are JPEG but the HEIF are shared by other people. 
I shot this in HEIF and imported to Photoshop express, into retouch. Retouched a little spot on the shade. Saved to camera as JPEG. 
You can see the highlights are dimmed. It's really noticeable on images with clouds and snow.
