KB5017328 breaks Photoshop Express

After Microsoft's latest patch KB5017328, Photoshop Express stops working on Windows 11 21H2. 

 

Un-installing the update restored Photoshop Express functionality. 

 

Please be careful. I don't believe Microsoft or Adobe are aware of the issue at this time.

Which version of Photoshop Express are you using? Does re-installing Photoshop Express after the update work?

With 'stops working' do you mean the application was not getting launched? Did you see any error messages?

 By stops working I mean it just hangs on this splash screen. According to About, the version is 3.7.403. Looking at the Update History, it appears Photoshop Express was updated before KB5917328 was applied. I haven't yet tried to apply KB5017328 and then re-installing Photoshop Express as the Microsoft Store doesn't provide a direct method to re-install the app.

Hi,

Turns out it may not have been KB5017328 after all, but rather the lack of KB5017859 (released Sept 20). More specifically KB5017267 contained within.

The first time KB5017328 was applied, .Net Framework was not updated at the same time, meaning KB5017497 (Sept 13) was active. Today, I went back to apply KB5017328 again with the intent of re-installing PhotoShop Express after the update. During the process I notice KB5017859 being applied at the same time (wasn't there before). After Windows installed both KBs, PhotoShop Express worked fine without having to re-install Photoshop Expres. So, the only assumption would be that something in the lastest .Net Framework update resolved what ever issue I was having before. 

FYI, I have a second device running Windows 11 and it did not experience the same issue, however it was updated at a later date such that both KB5017328 and KB5017859 (.Net) were both installed at the same time. 

Bottom line, Photoshop Express is working again. Thanks
