Local video files on Photoshop Express?

Question

It seems that it is only possible to post a video file onto a Photoshop Express web page from the desktop,  if it was previosly uuploaded to a third-party video service, like YouTube or Vimeo.  Isn´t it possible to upload a locally-stored video file?  I am talking using the Photoshop Express web-based app, from a MacOS destop.

Could you confirm that PS Express is the app you're talking about?

As PS Express currently only supports images and no videos, you might be referring to Adobe Express, perhaps?
