Photoshop CS5 not opening on windows 11

when i try to open photoshop, nothing happens. like no loading symbols or anything, almost like the button doesn't have a link in it or something. i do have windows 11.

i tried opening the app from a few different places.

also, illustrator & Indesign opens with no problems, so that's odd....

also! when i tried to uninstall photoshop it told me that i can't uninstall a program while it's open )

Any help?

I do not have a screen recording of it, the issue is just as stated. The whole adobe CS5 design premium suite is installed on a windows 11 laptop. InDesign, and Illustrator works fine, but Photoshop takes like 15 mins to open when clicked on. At first, I thought it was just not opening but it just takes a REALLY long time to open now.
