Ps express confusion

I was trying to fix my PS Express app due to a bug. So I deleted and reinstalled to find out it's not available in USA. I saw the new photoshop app which I downloaded, but it has my account but it says I'm not a premium account even though I had PSExpress monthly charge. They already charged me for this month.

none of my files are on the new app and I got charged for this PS Express for this month. I need an answer here.
