Scale Image in Photoshop Express - Feature Request

Feature Request Title: Scale Image Function

Description of Feature: Add a variable scale image function to Photoshop express.

Feature Functions Requested:

• Scale image function allowing for freesizing
• Scale image function by pixel and percentage input
• Allow locked and unlocked scaling

Additional Notes:

This is not a request for crop functionality which already exists in Photoshop Express. This is specifically for Scale Image functionality.
