100% CPU usage on high end PC

so I'm using premiere elements 15, and whenever I add a video or image into the timeline and start playing it will use close to 100% CPU usage until I render.

some sources, like adding GIFs into the timeline will start using all the CPU once I try and move or resize the gif/video on the timeline even after rendering.

for those wondering my PC specs are as follows...any help would be awesome, i keep my computer cleaned up and optimized and updated very often

32gb Corsair Dominator ddr3 ram

asus founders edition GTX1080 8gb GDDR5

samsung evo 850 pro 500gb SSD (videos and source material and software on this ssd)

2TB WD green mass storage

800w evga power supply

Are you rendering your timeline (press Enter) every time you see a "render line" along the top of the timeline so that, as much as possible, you have green line?

What are your project settings, as listed under Project Settings/General under the Edit menu?

I'm not sure why are you working with PNGs and GIFs. Why not use PSD files or even JPGs?

You're not using animated GIFs, are you? Because those are not effective media to use in a Premiere Elements project.

i believe this may have answered my question, using PSD files over png works much better. i didn't use jpeg because i needed the transparent image, and i also didnt know animated gifs weren't effective in the program so i believe that is the issue. thank you for your time!

Which version of the program are you using and on what operating system?

Have you resized the photos you use in your project to no larger than 2500 pixels wide by 1875 pixels tall?

What model of camcorder is your video coming from and what format and resolution is this video?

When you add this video to the beginning a timeline, do you see a yellow orange "render" line over the clip? This is an indicator that the program has properly set up your project settings to match your video specs.

im not using any recorded videos, im using PNG images and adding effects to them in order to create the appearance of a video, like a picture of the sea and adding a wave effect. Once i add effects, and then insert GIFS into the timeline on top of the images and try to reposition them is when it starts using up all the CPU. When inserted the yellow orange line is there, and when i render it turns green.

It seems that once i add effects into it and then try to reposition anything is when it starts to overwork. I don't know my update edition all I know is it says its up to date. The images i use are 1920x1080 in size
