既にアーカイブファイルに保存済みのプロジェクトを
結合させて
関連する部分を取り込んで
再編集したいのですが、

You can't combine projects in Premiere Elements.
You can export one project and then import the exported video into another project, but you won't be able to change any of the edits of the imported file. You will only be able to add new edits.
