3000x1500 video format

I am trying to create a 3000x1500 format video for 360VR using Premiere Elements 14.  Is there a way to set this size in the opening presets?  The defaults are close to usable but I end up with a black hole at the top and bottom of the 360deg.

    You can not create a custom project frame size in Premiere Elements.
