Hello!

I have 4k video from canon 6d mark II - time lapse film (mov).
I like to zoom it (zoom and croop) and output in Full HD.

I use Premier Elements 13 - is possibe to make good quality output film?
In Premiere Elements 2019 quality for 4k source film will be better?

Is worth to make upgrade?

Mariusz

Download trial and test that is the only way to find out.

Ann is right.  You should judge for yourself.   Version 13 is getting a old for software.

My experience with "4K UHD" MP4s from a Panasonic camera was that it worked well in version 13 but it was not promoted for that.  It still worked to have a UHD project and output in HD.  MOVs shouldn't be different.

So called "visual quality" does not seem to be different.

Be aware that the ability to burn Blu-Rays is gone and even DVDs are limited to Windows machines.

Again, try it before you buy it.
