Scroll down in the settings.

I can't promise version 12 can do this.

I've not used version 12.  I'm pretty sure that version 13 allowed me to make 60fps 4K files if I went down the AVCHD path rather than the XAVC-S path.  In the end, you get an MP4 file that uses H.264 and you can match source or select the frame rate from the drop down.

Again, I'm going from memory!

Did you click the Match Source button on the Export Settings panel, as I suggested?

That is correct. You can not change your project settings mid-project.You must start a new project and manually select QFHD 3840x2160 59.94 fps option on the New Project panel. You will then be able to use the custom H264 option, as I described above.

Although she should also happen automatically as soon as you add 3840x2160p60 video.

Is the video you are using in your project 3840x2160 60p (or 59.94p) MP4?

I don't have 12 on my computer anymore so I can't be sure.  In the Export and Share routine, look for an "Advanced" settings button where you can set the frame rate to 60.

It should look something like this from version 2018.

What are your Project Settings? (You'll find them under the Edit menu, on the General page of Project Settings.)

You can only output 4kp60 from a project whose settings are for 3840x2160 at 59.94p.

If you have your project set up correctly, then you can create custom Export Settings using H.264 by clicking the Match Source button.
