activiting premiere elements 2021 on new computer

p e 2021 still on old laptop, installed on newe laptop windows 11, logged in in adobe id, when activating on the new laptop with teh serial number existing everytime the answer no connection with the internet, deinstalled and innstalled again, but still the message, then activited as trial version .
