adding a photo to video timeline in premiere elements 15

I am trying to add a photo overtop a video in the timeline. The photos appears in the preview box but I cant see it below in the editing track in order to manipulate it. I want the photo to appear along with the audio uninterrupted.

Make sure that the photo is on a higher number video track than the video.
