I need to purchase ADOBE PHOTOSHOP ELEMENTS 2021 & ADOBE PREMIERE ELEMENTS 2021 (1 PC User Activation Code for PC), as I am waiting for an NVIDIA RTX 3090 video card to assemble my new PC, in January 2021 and I need work in the meantime (in my old PC), I want to know if it is possible to transfer the license from my old PC to the new one once assembled?

Yes.  The agreement you make with Adobe is for two computers that you own.   It can be more than that if you 'log out' of one computer before you start the editor on another.
