Adobe Premier Elements

Can't up load footage from video camera..when the .get video window opens..its all white and nothing happens when I press the red get video button...have been using this programme for.years and never had a problem until now..recently had my.PC services and reformatted ..could that.have something to do.with it or is.it a Programme fault
