Adobe Premiere Elements 13 crashes when starting editor.

Hi, I just recently built a new computer and am not able to open my editor. I bought this software about a year ago and used it on my laptop flawlessly when switching, however, the software no longer opens.

These are my system specs:

Windows 10 64 bit

1 TB WD 7200 RPM HDD

NVIDIA GeForce GTX 1070 8gb GDDR

32 GB DDR4 3250 Corsair Dominator Platinum RAM

Corsair H100i liquid cooling

Intel i7 6700k 4.0GHz

TP-Link Wireless Card

Asus Sabertooth Z170s

What I have already done:

About three times now I have re-installed the software,  each time putting in the product key and it installs easily. Once I open the software, it loads for about a minute and then stops. It is at the screen (where it won't pass) with the choice of editor and organizer.
