Adobe Premiere Elements 13 doesn't start

Hi, I found that my Premiere Elements 13 doesn't start. Yes, it's old program but I used it from time to time and it's enough for my needs. I unistalled it and installed again but it doesn't help.

I working at laptop with Windows 10 and Nvidia GeForce:

GeForce GTX 860M driver 456.55

Nvidia GeForce Experience, version 3.20.4.14.

Any tips what's happen?

What if you install the trial version of Premiere Elements 2020? Does it open?

I didn't try, but I have also Photoshop Elements 13 which working well.

I can try, but I'm not sure if results solve my problem.

Of course it won't. But expermenting can help isolate the issue.
