Adobe Premiere Elements 13 on MacBook Pro M1

When trying to install Premiere Elements 13 on my MacBook Pro M1 I get the message "The installation package needs to be updated".

Is this because of the new M1 chip?

Is there a way to install Premiere Elements 13 on a M1?
