Adobe Premiere Elements 14, no sound effects?

I'd like to add some kind of voice effect to the sound of my video, but I can't see any effects being available.

Did I buy a version that doesn't have that, or am I doing something wrong?

I was told that due to the piece of software being old, the servers for it have been discontinued, and that's why the effects don't work. Thanks for trying to help me whsprague 🙂

That version was current in 2015!  There have been new versions each year since.  Support files for versions older than two years may not be available.  When and where did you buy it?

I bought it in Spring of 2016.
